Nix, the girl mage (a magical supervisor and bodyguard of Rin, the guy on the left) is speaking to Rin about either a favorable or unfavorable report regarding his violations on the use of magic.
The coldness is a disorder coming from Rin, who doesn't feel any of it.
Colors used: Don't you just get the sense of the utter coldness of the atmosphere as portrayed by this painting? Brilliant!
Romantic angle: Anndr says that there could possibly be (he's not that decided I think) romance between these two (as I remarked in my other Anndr wallpaper upload Peach and Lavender Skies).
Dier, please (!!) create a redheaded girl character as a romantic interest for Rin!!
